The Nether (also commonly associated by fans as The Nexus or Hell) is a dimension that was added to Minecraft in Update 0.12.1. The Nether replaced the Nether Reactor. It can be accessed by a Nether Portal that is at least 4x5 Obsidian frame. The Nether Portal can also be up to 23x23 Obsidian Blocks large. Nether Portals must be activated by using Flint and Steel or a Fire Charge on the inside
To be clear, I guess I need to know how far apart IN THE NETHER the portals should be. If you are careful to manually build the portals so that they match co-ordinates exactly (bearing in mind the 1:8 ratio between Nether and Overworld) then they will not interfere with each other. They can be 1 block apart if you want.

Find all portals in the nether that are within 16 blocks of each x/8 and z/8 coords. For those portals, take the one with the lowest euclidian distance. Portal 2 is (barely) within 16 blocks of the target of portal 3, and then the euclidian distance is smaller to portal 2 because of the y value. If you shift portal 2 a bit to maybe x=178 it
To successfully connect nether portals, you need to do the following: The first thing you need to do is create the first portal in the overworld. Stand in the center of the portal, write down its XYZ coordinates, and divide each part of the coordinates by eight. If you get decimal numbers, then round them.
If not, it's possibly linking up with the nearest portal, which is probably much smaller on the Nether side. That or the mob cap is full because of everyone else on the server or because of all the random stuff in the caves around you.
